Tom Irwin
Joins RCGA as Senior Vice President of Public Policy

Tom Irwin has joined the RCGA as Senior Vice President of Public
Policy, a newly-created position on the RCGA senior staff. Irwin
brings to the RCGA more than 25 years of diverse public policy experience
and a strong enthusiasm for creating positive momentum in the St.
Louis region.
In his new position, Irwin will head the RCGA Public Policy staff
and will direct the St. Louis region’s legislative activities in
both Missouri and Illinois, as well as in the U.S. Congress, on
behalf of the region’s business community. He will also oversee
the Forward Metro St. Louis initiative and the RCGA’s infrastructure
and environmental management programs.
RCGA Senior Vice President of Government Affairs Jim Farrell continues
in his role in legislative affairs in Jefferson City, Springfield
and Washington, D.C.
“In a four-month executive search process, we had outstanding finalists
from throughout the nation for this key position. But we were pleased
to discover that the top candidate was already here in St. Louis.
Tom brings to this new position a strong professional background
in successful city, regional and statewide public policy development
and implementation,” notes RCGA President and Chief Executive Officer
Dick Fleming. “His career accomplishments and integrity have earned
him the respect of both business and governmental leaders throughout
the region,” Fleming adds.
“I’m excited about the prospect of working with Dick Fleming and
his team in moving forward the metropolitan agenda,” Irwin notes.
“I appreciate the opportunity to work for an organization that believes
that greater cooperation and consensus among business, civic and
elected leaders is critical in achieving economic development and
improving the quality of life in the region.”
RCGA Chairman John Bachmann, managing partner of Edward Jones,
notes, “Our search process surfaced 170 prospects and candidates
locally and nationally, included 12 in-depth candidate interviews,
and our staff team screened seven finalist candidates and presented
two finalists to our Board review team. Tom Irwin emerged the clear
#1 choice. We are looking forward to having him on board.”
Irwin’s 25 years of diverse public policy experience includes serving
in lead staff positions to Mayor Kevin White in Boston, Mayor
Vincent Schoemehl in St. Louis, and to St. Louis County Executive
Buzz Westfall, as well as serving as deputy director of the
city’s economic development agency, as executive director of a statewide
agency, and most recently as Executive Director of the Bi-State
Development Agency.
He holds a master’s degree in Public Administration from the Kennedy
School of Government at Harvard University and an undergraduate
degree in Classical Studies and Political Science from the University
of Massachusetts. He also did graduate studies at Washington University,
in International Relations.
He will be joining the RCGA full time on October 31.
RCGA’s Vice Chairman for Infrastructure Scott Schnuck, president
and chief operating officer of Schnuck Markets, notes, “Tom Irwin
is a unique talent. Having worked closely with him over the past
three years in regional and statewide transportation initiatives,
I think it’s fair to say that the business community believes that
Tom did a remarkable job in managing Bi-State in an environment
of nearly impossible resource constraints. He will be a great resource
to the region’s public policy efforts.”
From November 1993 to November 1997, Irwin was Executive Director
of the Missouri Gaming Commission, where he was responsible for
the day-to-day operation of the Commission. The Missouri Gaming
Commission was established in 1993 to regulate the riverboat gambling
industry through an investigative and licensure process.
