2007 FORWARD METRO ST. LOUIS AGENDA


Pass the Illinois capital budget bill to address growth in Southwestern Illinois.
Eliminate the cap on the Missouri Quality Jobs Act.
Support the sale of the MOHELA assets.
Codify existing employment “at-will” statutes with regard to whistleblower status.


TRANSPORTATION

Increase transportation funding to the bi-state region.
Complete a financing plan for Missouri’s portion of the Mississippi River Bridge.
Initiate a comprehensive transportation funding plan for highways, roads, and transit.
Engage and educate our elected representatives on the importance of new transportation revenue as investments in St. Louis’ economic growth.
Secure funding for the Arch Grounds Connector Project to bring together the central riverfront, Arch Grounds, and downtown.

BUSINESS GROWTH INCENTIVES

Raise the bi-state region’s competitiveness in attracting businesses and assisting in job creation.
Strengthen proven economic development tax credit programs (i.e. historic tax credits, brownfields, MO Quality Jobs, IL EDGE).
Pursue innovative investments by State pension funds into Missouri companies and assets.
Fully fund the Life Sciences Trust Fund to expand Missouri’s plant and life sciences research and capacity.

EDUCATION

Expand opportunities and raise achievement in K-12 education.
Support governance reforms and organizations that improve the academic performance of students in underperforming elementary and secondary schools and, where necessary, support alternative delivery systems. 

STRATEGIC BUDGETING

Encourage fiscal stewardship of state resources.
Direct Missouri’s budget surplus toward capital projects with tangible, long-term economic benefits.
Oppose the creation of new, on-going programs.



Limitations on stem cell research or attempts to reverse the protections enacted in the recently-passed Missouri Constitutional amendment.
Medicaid reform and the shifting of the cost of the uninsured to businesses.
