ECONOMIC DEVELOPMENT
Ensure a healthy climate for business retention, expansion and attraction.

Session Priority
  • Retain the power of eminent domain for infrastructure expansion, community improvement and continued economic well-being.
  • Maintain the use of tax increment financing as a responsible, effective tool for job creation and economic revitalization.
  • Fulfill the promise of the Life Science Trust Fund by dedicating 25 percent of the tobacco settlement revenue to support plant and life science research.
Continued Advocacy
  • Protect economic development tax credits which stimulate private sector investment.
TRANSPORTATION
Build a superior transportation system that will serve as a strategic asset for economic growth.

Session Priority
  • Complete the funding plan and start construction on a New Mississippi River Bridge.
  • Ensure the reconstruction of Interstate 64/Highway 40.
Continued Advocacy
  • Develop a strong constituency for a statewide funding plan with new revenue for roads, bridges, and transit which will leverage federal highway funds and strengthen Missouri’s place as the nation’s transportation center.
EDUCATION
Develop a high-quality, educated workforce that meets the requirements of a dynamic regional economy.

Session Priority
  • Guard against revisions to the new foundation formula which would harm St. Louis-area school districts.
  • Provide opportunities for students in disadvantaged school districts to obtain a quality elementary and secondary education.
  • Preserve funding levels to higher education institutions in order to provide access to higher education for all.
Continued Advocacy
  • Escalate funding to St. Louis area higher-education institutions to meet the workforce needs of the region.
QUALITY OF LIFE
Foster an attractive environment where businesses and people thrive.

Session Priority
  • Oppose a ban on early stage stem cell research to allow the pursuit of lifesavings cures to occur in Missouri.
Continued Advocacy
  • Support the tobacco tax initiative by the Committee for A Healthy Future to improve the health of our region.
  • Secure funding to construct improvements described in the St. Louis Riverfront Master Plan and for the Arch Grounds Connector Project to bring together the central riverfront, Arch Grounds and downtown.

Session Priority
  • Complete the funding plan and start construction on a New Mississippi River Bridge.
  • Support funding for Southern Illinois University Edwardsville’s science facility in the state’s capital budget and the continued funding for the new School of Pharmacy.

Session Priority
  • Support passage of the Water Resources Development Act with funding to modernize and strengthen the region’s locks and dams and funding for the St. Louis Regional Greenways Proposal.
  • Secure funding to construct improvements described in the St. Louis Riverfront Master Plan and for the Arch Grounds Connector Project to bring together the central riverfront, Arch Grounds and downtown.
  • Achieve National Heritage Area designation and funding for the Confluence Greenway.
