Coy and Irwin Bring significant Economic Development and Public
Policy Expertise to the RCGA
Robert Coy, Jr., the new RCGA senior vice president for Economic
Development leads the RCGA’s economic development staff and directs
the St. Louis region’s existing business development, target marketing,
new business recruitment and new economy technology-based economic
development activities.

Coy has more
than 20 years of experience in the field of community and economic
development. He has worked under the governors of both Pennsylvania
(Governor Dick Thornburgh and Governor Bob Casey) and Delaware (Governor
Tom Carper) in leading key economic development roles in those states,
and most recently was Vice President of an international non-profit
association joining 40 nations in housing, community and economic
development ventures.
He has held leadership positions in the attraction and retention
of jobs, forging statewide labor/management partnerships in economic
development, the development of technology-based economic development
initiatives, and the creation of the national model for workforce
enhancement.
Tom Irwin is the RCGA’s new senior vice president of Public
Policy, a newly-created position on the RCGA senior staff. Irwin
brings to the RCGA more than 25 years of diverse public policy experience
and a strong enthusiasm for creating positive momentum in the St.
Louis region. In his new position, Irwin heads the RCGA Public Policy
staff and directs the St. Louis region’s legislative activities
in both Missouri and Illinois, as well as in the U.S. Congress,
on behalf of the region’s business community. He also oversees the
Forward Metro St. Louis initiative and the RCGA’s infrastructure
and environmental management programs.

Irwin’s diverse
public policy experience includes serving in lead staff positions
to Mayor Kevin White in Boston, Mayor Vincent Schoemehl in St. Louis,
and to St. Louis County Executive Buzz Westfall, as well as serving
as deputy director of the city’s economic development agency, as
executive director of a statewide agency, and most recently as Executive
Director of the Bi-State Development Agency.
