Software is everywhere,” stated Dr. William Peck, RCGA Board Member
and Director of the Center for Health Policy at Washington University,
and “by extension we could also say that IT is everywhere and that
it is enabling revolutionary changes in the way we organize corporations
and work; where and how we design, build, and deliver products and
services; how we conduct our research; and how we communicate with
each other.”
That simple theory underscores a major fact impacting the economic
future of the St. Louis region. A report by the Battelle Technology
Partnership commissioned by the RCGA observes, “the difference between
vibrant, robust economies and staggering ones often comes down to
the presence of technology drivers.”
The Battelle report points out that, during the past decade, one
of the fastest growing industry sectors was computer services (growing
by more than 130 percent and adding nearly 10,000 jobs). It elaborates
that the region is also home to many leading IT-using anchor industries
such as Monsanto, Anheuser-Busch and Enterprise Rent-A-Car, and
that a key area of specialization has been the presence of a major
communications services industry.
The report differentiates between the IT-Using Sector, such as Monsanto,
MasterCard, A.G. Edwards and Boeing and the IT-Knowledge Generating
Sector, such as Washington University, Saint Louis University, University
of Missouri-St. Louis and Southern Illinois University Edwardsville
and offers both as indicators of the area’s IT strengths. In contrast,
it sites a conservative approach to IT deployment, the lack of a
fully developed entrepreneurial culture and both the lack of a national
IT image, as well as the fact that the State of Missouri has not
been a major source of funding for technology development, as major
weaknesses.
To develop St. Louis’ talent and capacities in IT, the report suggested
strengthening the individual components and linkages across the
region’s IT innovative chain, particularly with research drivers,
key anchors for advanced IT applications, an entrepreneurial culture
and business climate and a workforce developed and attracted by
all the other elements. Critical actions it viewed as building blocks
for long-term success included creating an IT collaborative for
advancing technological partnerships, increasing outreach to the
business community on IT-related issues, creating an IT Ventures
Development initiative and an IT Business-Educational Alliance and
supporting the formation of more locally based IT- specific venture
funds.
The report also prompted the St. Louis IT Summit co-sponsored by
the RCGA and Washington University last year. After the summit was
opened with welcoming remarks by RCGA and Washington University
leaders, David Moschella, the Global Research Director of the Computer
Sciences Corporation presented the Keynote Address, “Trends and
Directions for Information Technology.” Moschella, a member of the
Merrill Lynch Technology Advisory Board, specializes in helping
CIOs understand the intersection of business and technology.
The stated objective of the Summit was to help shape and refine
the parameters of a regional IT strategy linking IT producers, users
and knowledge generators in ways “that will accelerate their capacity
to innovate and compete globally” and to create jobs locally. The
Summit led to a consensus in favor of the establishment of an IT
Coalition as “the best vehicle to drive a regional IT strategy”.
The model of such a coalition, of course, is the highly successful
Coalition for Plant and Life Sciences established by the RCGA and
Civic Progress in 2000 to position the region’s BioBelt as a global
leader in Plant and Biomedical Science industries.
A panel discussion, moderated by Ed Glotzbach, the president of
TPI Inc., and featuring Jim Burdiss, CIO of Smurfit-Stone, Pat Galvin,
vice president customer care and billing retail services for AT&T,
Robert Lozano, Chief Strategist for Appistry Inc., Dr. Catalin Roman,
Professor and Chairman of Computer Science and Engineering, Washington
University and Mark Showers, CIO of Monsanto addressed four immediate
goals:
1) Ensuring
a high quality IT workforce in the region
2) Creating a supportive entrepreneurial environment for new
IT venture development
3) Strengthening the region’s capacities for the development
and application of information technologies
4) Creating a positive, dynamic business climate and image
for IT in

Afterwards, attendees brainstormed in group discussions. The ideas
and recommendations resulting from the discussions provided instant
proof to Dr. Peck’s “software is everywhere” opening statement
and enhanced understanding of the potential of the 43,000 people
in the region employed in IT careers and the hundreds of thousands
of other jobs dependent upon how well local organizations apply
and integrate information technology to innovate and compete.
The new attention focused on the IT cluster in St. Louis is a
key complement to the region’s current emergence as the nation’s
leading center in plant and life sciences.

cluster in the region built on a foundation of strong assets and
